Case Study: How AI Is Transforming Learning for Service Members and Their Families
As government agencies accelerate digital modernization, the Department of War is leveraging emerging technologies to strengthen readiness, improve access to support, and enhance the learning experience for the military community. MilLife Learning, DoW’s web-based education platform, is at the forefront of this transformation. This case study offers practical lessons for government organizations seeking to modernize learning programs, scale impact, and prepare their workforce for a rapidly changing digital environment.
Designed to help families navigate the unique challenges of military life, MilLife Learning delivers self-paced, interactive courses that build resilience, strengthen relationships, and support overall well-being. Through the integration of AI-enabled tools, MilLife Learning has streamlined curriculum development, reduced production time, improved content consistency, and generated significant cost and resource savings. These advancements contributed to the program earning the 2025 MC&FP Innovation Award for elevating digital learning efficiency and accessibility across the military community.
In this session attendees will learn:
Speaker: Dr. Carla Hill, Associate Director of Online Learning Systems, Office of the Deputy Assistant Secretary of War for Military
Modernizing Federal Learning and Workforce Strategy
Digital transformation in government is fundamentally a workforce strategy. This session explores three essential shifts: moving from training to capability development, from static roles to dynamic skills, and from compliance-driven programs to merit-based talent planning. Using a USDA case example, we’ll share practical steps agencies can take to align learning, competencies, and workforce data to support transparent, equitable, mission-aligned talent decisions.
In this webinar you will:
Speaker: Amanda Wellborne, Totara
Advancing Workforce Readiness Through AI Skilling
As artificial intelligence rapidly reshapes government work, workforce readiness has become a strategic imperative, not a future aspiration. This session explores how public sector organizations can move beyond adhoc AI training to build scalable, rolebased AI skilling strategies that support mission outcomes, responsible use, and sustained workforce capability. Attendees will leave with practical insights for aligning AI literacy, skills intelligence, and learning pathways to futureproof their workforce.
Key Takeaways:
Speakers: Dr. Shawn M. Fogle, Skillsoft, and Nita M. Wade, Skillsoft
Leading Change: Digital Transformation That Sticks
Digital transformation doesn’t fail because of technology — it fails because change isn’t managed well. In this session, Sarah explores why agencies often skip the most critical component of modernization: user readiness and leadership alignment. As government accelerates AI and digital initiatives, success depends on building trust, equipping leaders, and embedding change intentionally. Attendees will gain practical strategies to drive adoption and make transformation stick beyond rollout.
In this session you will:
Speaker: Sarah Moffat, Innovation & Change Lead, NASA OCIO
Fireside Chat with NYC Training Council: Unifying Learning & Development in a Dispersed Environment and Leveraging Technology Across Digital Barriers
Too often, digital transformation is framed as a technology problem. But for city government, where the stakes are high and resources are finite, the real challenge is human: How do you build a culture of learning, upskilling, and collaboration across dozens of agencies by leveraging technology that already exists?
In this fireside chat, NYC Training Council Chair and Department of Social Services (DSS) Deputy Commissioner Terrance Stroud pulls back the curtain on what digital transformation looks like from the inside. They’ll explore how the NYC Training Council identified a critical gap in how city learning and development professionals connect, share resources, and grow — and how technology became the key architectural solution that made scaling that vision possible. Whether you work in training, HR, technology, or city operations, this session offers a rare and candid look at transformation in practice — not in theory.
Speakers: Terrance Blackman Stroud, Deputy Commissioner, Training & Workforce Development, NYC Department of Social Services
