Presently, Terrance Blackman Stroud serves as the Deputy Commissioner at the Department of Social Services (DSS) overseeing the Office of Training & Workforce Development. He leads the development and implementation of the agency’s learning strategy. DSS is the largest municipal social services agency in the nation and has an operating budget of $9.7 billion and over 14000 employees.

Stroud is an Adjunct Professor of Law overseeing Indiana University Maurer School of Law’s New York Externship Program and is the first black recipient of the Adjunct Faculty Teaching Award. Terrance was the inaugural Global Leader in Residence at the Indiana University Hamilton Lugar School of Global and International Studies and led the Global Leaders & Professionals Program.
