Dr. Carla Hill serves as the Associate Director of Online Learning Systems within the Office of the Deputy Assistant Secretary of War for Military Community and Family Policy (MC&FP). In this role, she leads enterprise‑wide digital learning modernization efforts that strengthen readiness and quality‑of‑life outcomes for service members and their families. Dr. Hill advises senior leaders across the Department of War and collaborates with national, state, and installation‑level partners to advance strategic initiatives supporting the military community. As Associate Director, Dr. Hill directs two enterprise learning systems contracts and oversees modernization of digital training, governance, and administrative processes. Her leadership has driven innovations recognized with the 2025 Department of War MC&FP Innovation Award and produced $2M in annual cost savings through streamlined workflows and reduced redundancies.
Prior to this assignment, Dr. Hill served at the Department of Veterans Affairs (VA) as Chief of Curriculum and Training for the Congressionally mandated Transition Assistance Program (TAP), a global enterprise delivering more than 450 annual training sessions to over 250,000 transitioning service members and veterans. Her federal service also includes serving as a course manager for the U.S. Army Corps of Engineers. Dr. Hill holds a doctorate in Community College Policy and a master’s degree in business administration. She is a 2025 Department of War, Military Community and Family Policy inaugural Innovation Award winner. In recognition of a lifetime immersed in the military community and a deep understanding of its unique challenges and triumphs, Dr. Hill was awarded the prestigious Golden Rose Award for her substantial contributions to the Military Intelligence Corps and her enduring efforts to enhance the quality of life for service members and their families. In December 2025, she earned selection to the Defense Senior Leader Development Program and will attend the Army War College this fall.
